Episode #109: A Matter of Time

The Enterprise crew run into a time traveler - or do they? Prof. Rasmussen (Matt Frewer) pops up in a strange, small ship (think Dr Who and his TARDIS) and claims to be from the late 26th century. He's kind of annoying, hinting that he knows what will happen in the next day or so, but Picard and the crew have no reason to disbelieve him (Picard even states that he checked his credentials and they seemed in order - whatever that means).
As with a few other episodes, the crew are in the middle of helping a planet's populace with some cataclysmic problem (see Deja Q, others). In this case, an asteroid has hit this planet and started a nuclear winter. The crew tries some stuff but makes things worse - earthquakes & volcanoes - the gist of this is that everyone thinks something really great or really bad will happen out of this, based on Rasmussen's appearance; Rasmussen seems to have shown up to witness some famous historical event.
The irony here is that some of this story is a missed opportunity; instead of having Rasmussen putter around and sneak gadgets into his coat, it probably would have been more interesting to have a real historian from the future show up, placing the crew into the position of being archaic figures. Frewer as Rasmussen was meant to be annoying, but he's really an acquired taste here, just too irritating - the actor has this whining quality that can be hard to take at times. This begins in an intriguing manner but runs out of steam halfway through. Rasmussen turns out to be

from the 22nd century and I found myself wondering about the real time traveler whom Rasmussen... did away with? We don't know.

a final note: there's a long scene with Picard & Rasmussen in which Picard makes an impassioned (for him) plea and/or proposal to Rasmussen to reveal which way the captain should go on his next decision, because this was not theory or abstracts, but real people which this will affect. This all would have sounded better if Rasmussen was who he said he was; as it is, Picard's speech seems like a real waste of... time.
