Low budget mess that feels like 3 hours to slog through, about 4 test subjects at a think-tank facility which is secretly being monitored by a government agency. A review at sums it up best:

Not surprisingly, something goes terribly wrong w/ the experiment resulting in chaos and death. The biggest problem w/ THE BRAIN MACHINE, in addition to its idiotic plot, is its absolute dullness. Most of the movie elapses w/ nothing of any consequence taking place! What could have been a suspenseful sci-fi thriller is instead a dreary, insufferable affair.
